Ok, that's the answer I was looking for: the laser is seeing vector objects and engraving them. Sometimes lines can be so fine that lasers ignore them. Clearly, there was some modification to the zipped svg before the pdf was made: the page is a different size and there are two instances of each obj...

The fill and stroke dialog has tools for "paint order" which provide the ability to place the fill in front of the stroke, so that only the half of the stroke outside the path is shown.

the laser is still seeing them at greater than .001". When the file is run as a vector job only it outputs 0 seconds. I did double check the transparency and none of the items have any. No other effects/filters/etc. that could cause the lines to be rastered? (I presume the lines would engrave ...

Please note: many pdf readers will *display* <1px lines as 1px. The laser will still cut, though. If the geometric BB were considered when making object to pattern, the endcaps would not be in the pattern.

This looks worth filing a bug report... I can confirm the setting for bounding box is ignored.

The “tile” size of the Pattern is the total bounding box of the objects in the Pattern. If space is required around the objects, a non-visible rectangle object can be added or the Pattern size can be edited with the XML Editor dialog . Seems like a lot of steps. I might use the big drawing, link to the bitmaps and use gimp's "cage transform" to stretch it while the Inkscape window is still open (overwrite the original bitmap)... Inkscape will show the updates. The bitmap can be clipped to hide unwanted areas.

I would scan the artwork at very high resolution before running the trace bitmap. While the conversion won't necessarily capture the variation in line density, vector conversion could still be very helpful for output to merch where the density would be likely lost. Not too easy, since the lines are likely fills. Maybe try using insets to create new thinner outlines. Using tiled clones in a radial patter would allow modifying just 1/8 of the artwork and the rest will update. I'd consider using a parametric CAD program to easily change scale, width, radius angle...

If you can share a sample of the file it could help.

Depending on how that original webpage was saved, the resulting pdf could be easier/harder to load in Inkscape.

Glad to hear it's working out.

Best for the future would be to get the correct font and start working from scratch. It looks like you have most of the skills to put together a lot of what you will need.

I'm gonna guess a trace or bucket tool was used, and an original image is in the background.

At this point I would add a thin stroke to the white letters to hide the black letters (and their white outline).

The status bar indicates that stroke is "unset"... I'd try setting it to "none".
