I don't know for sure. My best guess would be because there's no white space between the cross and the edge of the image. You could easily connect the ends yourself. -- select the 2 end nodes with the Node tool -- press "Join selected end nodes with a new segment" button on the contol bar,...

Ultimately, overlapping the objects slightly is the solution with the least consequences. Do you mean you want the photo to be a pattern? Or do you mean that you want the array of circles to be a pattern? I can't say whether that's expected behavior or not. And I don't use a tablet. But I have a very similar experience using mouse on canvas.

If you copy it to C:>program files>inkscape>share>pallettes, it will be lost the next time you upgrade Inkscape. Instead, put it in username/AppData/Roaming/Inkscape/palettes. This particular bug should be fixed in 0.92.1


The current stable version is 0.92.2 already.... Except maybe for Mac, depending on how you install it.
