Since DXF is a vector format, it probably doesn't matter what size it is. The size can be changed at any time, without affecting the quality. So I would suggest to go ahead and open the DXF in Inkscape, and then scale it to the size you need. And you can also change your page size, if it's not what ...

I'm not familiar with the Minecraft game, but aren't there all kinds of different characters? Maybe you could use one of those characters....well, if their images don't have a license which prevents you from using them. To answer your question directly, the Eraser tool won't work on raster images. Inkscape is a vector editor, and except for a very few ways, can't edit raster images.

While at best, the question is posted in the wrong forum (and at worst, spam), I will comment that the inability to control Windows 10 updates is one of the many reasons I ditched it, and reverted to Windows 7. Hope to switch to Linux soon.
