it would be easier to help if you posted a file, but at a guess the red rounded rectangle needs to be converted to a path (object to path command) before engaging in Boolean heroics.

My 2 cents - there are 12 inches in a foot, making each inch 0.08333333333 ft, rounded. Your objects are grouped and clipped for no particular reason. The drop shadow is not working because that bottom object has no thickness although it is not a stroked object, it is filled to look like a stroke... better to keep it simple... At this time Inkscape does not allow relative rotation snapping of anything but guidelines. There is also the extension Draw from Triangle that allows you to define a circle using medians and tangents, which might be quicker, and the path effect Ellipse from five points which admittedly might not give you a circle if you don't know what you are doing

No one has mentioned a clean install of inkscape, but have you tried that yet? it means to delete ALL inkscape folders from your user folders and the inkscape program from your program files, and then reinstall a freshly downloaded copy.

My inkscape has the shortcuts next to the menu commands. For inset and outset they're ctrl+( and ctrl+)

In Edit>preferences>behavior>steps you can set the inset/outset amount for each iteration of the command.

Since svg does not allow y shaped paths you must have some duplicated nodes under the visible ones that are causing unpredictable behavior. Provide the file for a quick explanation and fix.
