They do not really change. There are two ways to display bounding boxes, one including stroke thickness and one not. You can change the one used with File->Inkscape Preferences under Tools and select "Geometric Bounding Box" to get the behaviour you are asking for.

The SVG spec does not have layers. Inkscape implements layers as groups, with some identifiers.

I created an extension to convert groups to layers and vice versa that might do what you need to fix these:

If you can put up with a regular line for the grey, the cloud can be drawn as a simple shape with a radial gradient fill. no groups, etc:

I create a number of base shapes (trees in this case) just use the spray tool in the "spray clones" mode, (with randomization if desired) then use the Arrange->Restack extension to get them top to bottom. Here is a snippit of a map I did this way: http://www.cartocopia.com/data/uploads/tor...

The suggestion to blur, create a bitmap and trace should work, but will ack as a high pass filter and remove detail. To minimize this, the blur should be less than the smallest feature you want to retain. Bluring multiple times with the same (small) setting may also work. Rather than export/import, ...

I'll reiterate - the font is designed to look like it is inked on paper with some bleed, hence the jaggedness at large sizes.

Late to this, but the simplest way is to make a thick stroke in black then duplicate it change it to white and a 2px thinner stroke. This will give the look of a one px black outlined stroke. You can also do it with clones to keep it dynamic, but that is more complex and often not worth the effort. ...

The tool is behaving exactly as designed. It "traces" a fixed difference from your source path. So if you have a smooth curve with a radius at the tip less than the amount you inset, it will end up being pointed. Outsetting then insetting will almost never give you your original result, as...

For work like this, I prefer to duplicate the original graphic, stroke this, and move it below the original. It seems to work better than dynamic outsets, and lets you specify the "outset" to the pixel.

I do it brynn's way - use a large stroke with rounded corners, then stroke to path, break-apart, then union.
