If I recall, stroke-width:0 should be treated as stroke:none according to the SVG standards, but not all implementations do this, instead treating it as a hairline stroke (1px) regardless of the zoom level.

To (try to) answer your actual question - Inkscape converts its user coordinates (0,0) bottom left into the svg standard (0,0) top right internaly. Is that where the negative could come from?

You can copy any path to the clipboard and then use that as a "brush" via path effects when using the pen or pencil tools, select "clipboard" from the "shape" droplist option.

The development CAD tools would have helped as the belts are just tangents to the circles in all cases.

You should export it at the pixel size you need (100x100) and let inkscape set the DPI then use an external program (many depending on the OS) to change the DPI

Once you have one bit, use the tiled clones to create a repeated space of them, then unlink/union to get a larger repeated editable vector pattern.
