@tylerdurden, are you approaching the intersection with the cursor closer to the unselected path than to the selected one?
That seems to make the difference... (at least on my system)...

I'm also not sure what exactly you are looking for.
Something like this? Basically, the outline is "cutting" a "hole" into your text but not into other objects?

Have you tried clipping?

This is probably caused by the option "scaling stroke with objects".
Try to enable or disable this option, see button below.
