The confusion lies with using a command in the Layers menu... if an attempt is made to "Move selected objects up one layer". That's the only way to get that message ("no more layers above"). Using the green arrows or the stacking/z-order is appropriate there. Again, to reduce typ...

It seems I can do the same thing (manipulate the gradient handles) with the text tool, so that's a likely scenario.

I would try putting text on a path and then group them both... then clone the group and flip it with the select-tool controls.

What version of Inkscape, OS & version?

You could try renaming your preferences.xml to preferences.old and let Inkscape create a default version. It's in your user profile.

...Is THAT the goal? If so, when you say "precisely concentric" do you also mean evenly spaced around the circle? The problem is: The pattern of dots (which are already properly spaced in a circle) is not centered around the gray circle. There is less space between the dots and the circle...

While the rotation centers of the pattern and the large circle are coincident, the distance of the dots to the large circle is inconsistent.

An even number of dots would be easy to align using default rotation centers, an odd number, not so easy.

Yes, Illustrator saves as SVG. But layers in Ai are likely converted to groups, um... because SVG doesn't really have layers.

A simple calculation error in the vectorizing software. Two instances of coordinates (start/end) came up as NaN. I changed those to zeros and the file opens in Inkscape.

Outlines are probably not the issue, but thanks for chiming back.

It seems a simple matter of creating a swatch, then move & scale the object that's using the swatch color, but getting it to fail predictably in a PDF is my next challenge.
