What version of Inkscape are you using? You should not need to install those extensions. They are native in any relatively current version of Inkscape. The error message means just what it says. I don't think you can rotate those grids. However, I think I heard that the next major version release (1.0, yay!) will have the ability to rotate the whole canvas, which I would guess would also rotate the grid. So for that to work for you, I guess you'd have to rotate the canvas, but still draw on...

You could try the Centerline Trace extension. https://github.com/fablabnbg/inkscape-centerline-trace Depending on the image, it might not work very well for you. But there's really no other solution, except to manually trace the image with the Pen tool.
