If you want to work with SVG, I can say to not bother with Illustrator. Like most software, Illustrator really only works well when working with its native format. When it comes to SVG, Inkscape is King because it's designed specifically for SVG.

I suspect this would require some serious trickiness. The issue would be that at AA still must be performed if you don't want jaggies. SVGs have a funny coordinate system. Technically, 0,0 is the top left corner, rather than the bottom left. I'm not an authority on licensing, but I would suggest if you can freely copy, edit, and distribute Inkscape (even sell it), for commercial or personal use, then I would suggest you are also free to use screenshots of it. I don't know that anyone "owns" Inkscape, to be able to offer credit...

No software (that I'm aware of) can create a circular document. Your circular label must be on a rectangular page, so in Inkscape you would create the same sized rectangular page. You could then draw a circle within that document as a guide.

By default, Inkscape documents always have a transparent background. You can check by going to File > Document Properties--you should see that it's fully transparent white.
