yes there are 2 layers named "copper1" and "copper2". (use shift ctrl L to show layers)
the easiest way to design imho would be to remove layer (copper2) place the circles in one layer (copper1) then duplicate this layer as copper2 then draw the schematics peculiar to one side.

This won't solve anything because the input pdf is just a container for an image. He won't be able to import it into sketchup.

Could you test the courier font I linked and tell if it works ?
If not then the bug is on windows only. It works on my ubuntu.

I'll try to get courier font at work and test it on Ubuntu

What is your platform ? windows ?
Did you install recently some utility to manage shortcut or to tweak your mouse settings ?

maybe look at %userprofile%\­Application Data\­Inkscape\ to see if there are remaining configuration files before reinstalling

Plain svg and inkscape svg are mostly the same. Inkscape svg are just larger because they contain additional informations such as the name of the layers, your grid settings, some informations about how to deform the shapes along a path... All those informations are generally not needed in final docu...

Depending of your current zoom level then it will zoom in or out.
If your zoom level is 200% then it will zoom out (to 100%)
