You can find the download for Inkscape on inkscape.org and the SourceForge project website.

You can also find the latest development version for you platform linked from inkscape.org.

Nightly build link for windows is incorrect in french (maybe also in other languages..)

What if you're trying to download from work, and sourceforge and cnet are both blocked.

The correct answer is download it at home as your work clearly doesn't want you downloading software :D Other than that, you can get dev build from the link in the second post which you'll find are stable enough to use.

Had the same problem with downloading from work. But then, I found a great resource that allows me to access Inkscape online without downloading. Try http://www.appsverse.com/Apps?id=inkscape It is also a great way to try out inkscape without downloading.
