Here it is, a "newsprint" halftone filter:

Without the fancy blending, just simulating three ink fills:

There seems to be a cairo rendering issue on repeating radial gradients when the handles are too small so had to go with linear gradients fot the hatch base.

Not exactly a hatch but a halftone pattern -made with the same concept and slightly altered filter:

Got a few more with variants of the source pattern in this collection.

Are all of these filters or you did it by hand? Just curious.

Thank you!

Made the filters myself and added them to existing images mostly.

Used openclipart as a host and they won't accept raster images. However such a filter looks best on images with a wide tone range&details, so mostly on raster images -those cases I made a bitmap copy of the filtered object and traced the result.
Like with that teddy bear. Although tracing that was just the result of some buggy behavior of inkscape.

Off topic:
Planning to outsource all my uploads from openclipart in the long run but currently I have no time or energy to deal with them.

As easy as that sounds.
This is the filter I was using in the response video here.

Had to modify the process a bit -even further- because the resulting paths had at least 30000+ nodes after some testing and there was one with even 170000+ nodes... probably too heavy for copy/pasting.
Instead had to remove any unnecessary parts after the trace bitmap of the original -remove unwanted layer, filter and resizing the page in an earlier step.

Some of these examples:

Some of the better ones couldn't get a thumbnail generated by ocal so just sharing the links:

forest

Update:
uploaded the raster copies to potrace at openclipart.org so they could cope with rendering the thumbnails -so probably they were not using inkscape for that part, still it's mostly made with inkscape:

Last one had some displacement map applied for a "feathered trace" effect. Not sure if it will last long with openclipart's no logo policy though. Well I'd be interested if there was a technology getting out sharp details from something that grainy.

Made a new template file with this wave pattern:

Image

To suit the pattern, made some tracing of Japan related images.
Figure of speech because for the actual tracing I used the online upload option of openclipart -potrace at openclipart.com.
Haven't seen the svg-s they generated, but probably they have 100000+nodes.
As they generate inkscape made svg-s thumbnails with inkscape 0.91, some previous attempts had thumbnail issues -missing- so it's also a safe bet that they may not render best inside inkscape at the moment.
Needs testing.

Anyway, the process was the following:
opening this template with inkscape,
importing a raster image from pixabay,
resizing it if necessary to a roughly 4800 px/3600 px size -not really necessary-
and creating a raster copy (Alt+B) and deleting both images.
This results creating a raster image with the filter flattened inside the svg's folder, which then I uploaded to the mentioned potrace site.

Still rendering the raster copy took some time.

Here are a few examples:

Maybe the filter should be tweaked so that the full black/white tones wouldn't cause unfilled/flooded areas.

Wow, in the 2nd to last one, it's interesting how it handles the tree branches without leaves. I really like that effect.

Hmm I think what you see there is how this filter represents higlights with unfilled areas and darkest tones with full coverage which is more of a flaw than a feature.

Anyway, made a couple more of this wavy halftone with the exact template as before -there are now around 100 images in the series-.

Also got this link from Tavmjong:
